The Town of Stanstead human resources framework includes the general management and various departments of municipal services Each entity has their specific role and mission. All are at the service of the population of Stanstead.
The general management oversees daily activities and ensures the coherence, cohesion and continuity of municipal management.
The general manager answers directly to the municipal council, acts as the intermediary between administrative employees and the council and ensures that all operations follow the legal and reglementary framework in conformity to the Loi sur les citiés et villes – C-19.
The communications department is responsible for creating internal and external communication documents, managing the Town website and social media accounts and providing editing, corrections, translation and information organization services. This department prepares press releases, aims to establish, maintain and promote relationships of trust among citizens, the media and regional associations as well as seeking to enhance and protect the Town’s image.
The archiving department is responsible for managing document classification and de-classification, as well as maintaining and respecting the conservation calendar and plan, supporting department personnel with respecting archiving protocols and assisting upper management with various tasks relating to document and archiving management in conformity to the policies and procedures in place.
Community development includes the planning, organization and implementation of a wide range of cultural, community and recreational activities to meet the needs and expectation of the population.
The finance department includes daily activities such as entering invoices, paying bills, bookkeeping and banking reconciliation. This department also assists in budget preparation, taxation and helping citizens in their specific needs or making changes to their files.
The Inspection and Environment Department ensures that all urban planning regulations (zoning, environment, etc.) of the city and at the provincial level are respected. The main activities related to the function of inspector are preparing permits and certificates, issuing violation notices,publishing public notices, participating in urban consultation committee meetings and studying requests made by citizens. The person in charge of the department also participates in meetings of the Urban Planning Advisory Committee (UPC).
Reception is frequently the first contact for citizens, visitors or officials desiring to interact with the administrative team or the municipal council. This is the department responsable for greeting people at Town Hall, answering calls to our offices and responding to citizen requests. Individuals are then referred to the appropriate department or resources.
The public works department includes a team of day workers, specialized workers and a foreman who supervises the operations and the personnel under his/her authority. This department is responsible for maintaining streets and sidewalks, planning, repairing and construction projects within the Town, snow removal and sanding as well as maintaining the water and sewer networks.

In such a circumstance, the commissioner may witness the oath of the person testifying the conformity of the copy to the original.
